Under Article 12 of Cabinet Decision No. 52 of 2019, tobacco and tobacco products are subject to Excise Tax at 100% of the Excise Price. However, the Excise Price itself cannot be lower than a set minimum: 0.4 AED per cigarette, or 0.1 AED per gram of water pipe tobacco or similar ready-to-use tobacco products, per Article 2 of Cabinet Decision No. 55 of 2019.12
